First off, Walmart had to approve of the case assortment. That's right, the people who have zero understanding of which characters fans would be interested in, insisted on a say in which figures are in the case, in what quantities. As a result, each case doubled up on figures there was little interest for, like a Blur that was only a slight remold of the SS Blur that already self-warmed, while shortpacking high-demand figures, particularly Cosmos.
Then they overstocked pegs with the first wave so far beyond the demand for those lower-interest figures which were two per case, that most stores never were able to sell enough of them to make room for the second wave.
To top it all off, the second wave was literally 75% restock of those very same shelf-warmers, while shortpacking the only new deluxes (Shadowstrip and Crasher), so even if a store was lucky enough get the second wave, all the unwanted Blurs, Burn Outs, and Road Rockets were be guaranteed to fill back up what little space had opened, preventing future restocks.
It was such a failure that Walmart canceled the voyager and leader class second waves. And I'm sure they blamed Hasbro for it rather than their own mishandling.
What I personally find most frustrating is they seem to have learned the wrong lesson from this and under-ordered the Toxitron deluxes. I don't know what it's like where you all live, but almost every Walmart in my area ordered just one, two at the most, cases of Toxitron deluxes, and then as soon as they sold out, re-labeled their pegs for something else rather than try and match the demand. Literally the only Walmart in my city which ordered more cases sold every deluxe except for Laser Cycle (no surprise that it's the least in-demand of the bunch) and a couple orange Jazzes. At least the voyager and leaders are still in hefty supply though.
