I don't have a problem.
As per painting and which to do first, I would say this after having built a few governors and machines
1. Keep in mind that these things are designed to be modular, with themselves and with each other, so painting that might undermine your ability to mix and match them unless you don't care about color clashing or just want to have them all the same color. The little guy on the boxes is a hexa gear Scarecrow reworked into a human form.
2. Older Governors are cool but have flawed designs in many ways. They have a lot of soft plastic pieces that are hard to paint not to mention some poor joint designs. Get the newer models and the remakes that are coming out unless you really just want to make the old ones.
3. If I had to recommend one, probably the early Governor. Its nice to have the little human scale figure as you build up the bigger stuff
