The joke could be he's still always testing the boundaries of the new "not trying to murder you every second" dynamic, intimidating everyone he's already killed, getting cheap shots, and plotting whenever he can but over all he's not actively trying to murder all the Z warriors and blow up earth no matter how many times he says it. I dont know I kind of enjoy how well theyve made that a thing where goku turns his foes good. Obviously there are the irredeemable, but I think if they showed Frieza growing
up, maybe he was always competing with cooler(for who's most ruthless and powerful)for approval from King Cold or some shit. They have a lot of potential for stories. I don't kno tho.
