I'm saying the basic sculpts weren't particularly detailed because A: it was the fucking 70s, B: the soldiers they bundled in with their tank kits were always of secondary importance to the tanks themselves, and C: they were basically just toy soldiers on sprues. Model kits have almost always been a big hobby for kids in Japan (and elsewhere TBF but especially over there), and their 70s tanks were all designed to be super easy to make into RC toys.

You yourself have said that HPIM is only limited in detail by the base sculpt (which actually isn't entirely true, if you're dealing with undercuts you need to have much more sophisticated moulds- hence why resin and metal are still popular for minis). Airfix's figure sculpts have always been pretty good, though the actual models they came with were often horrifically rough (at least for a long time; recent Airfix kits are pretty great).
