If the show is designed to sell the toys marketed to little girls, they will fail.
The designs are too boring. If there are things little girls like, its fancy things. and the character designs aren't fancy. That is why, most, if not all mahou shoujo character designs always based on ballet dancers, because it is quite fancy and elegant.
That is why, to this day, the edition of Barbie that sold the most is the Totally Hair Barbie, because to little girls like the fancy hair.
I guess they tried this designs that is too close to originals because they saw Thundercats remake 2011 flop (it flopped because the show was complete shit) and I guess they decided to follow the original designs as close as possible.
If anything, for me, I would design Shera as a mahou shojo.
