It's their golden goose, so the thought of sharing it scares them beyond belief.
It's a miracle that they're even letting NECA do what they're doing. And as for the live action figures, they're 18" scale. Which is outside of Playmates' range of 3/4" to 12" turtles. So it's getting around that bit of licensing (and probably still needing a green light).
