Horde Prime's penultimate appearance is in "Bow's Magical Gift" (last is "The Inspector"). We see the Velvet Glove-class animation model for the third time after its loss and the Monstron's, and a corridor with no one in it, then the dark and pulsing-green fog fills the corridor and summons Hordak, communicating as the green pulses and the robot hand folding out of the corridor ceiling. No sign of this fog-shrouded head/torso (or throne?).
So either he's an evil spirit that can somehow father children, or his mode of travel and communication is an Astral Projection spell and he has factories build bodies with a standardized robot arm he can possess.
