It's more likely that they didn't think they could sell enough of anyone who wasn't Saber, Shirou or Rin due to how they'd come out with the tech at the time, which were a little round at the edges despite them being pretty close to the VN look. Rider is an exception since she's got that waifu power and is known for the mask despite the alternate faces.
I haven't bought Archer because I simply prefer his UBW look for a figma, which is urged on by Shirou 2.0 I also simply want his smile at the end and the non-slicked-back hair. I know odds of Archer 2.0 are a long way off, but I'm really glad Cu is coming out now that we have sharper facial molds, especially considering what strong facial features he in particular has in some expressions (that we likely won't get)
