basically an attempt to do an "in-scale" TF line. Autobots mainly being cars and in tinier scales(Legends/Scouts and maybe a few deluxes) with Decepticons being larger military vehicles with a handful of smaller figures, mainly occupying voyager/ultra/ and leader scales.
Autobots would have to rely on combiners and power armor(disguised as other vehicle things like trailers, towed cars, etc.; maybe even smaller architecture like gas stations or garages) to size up. The Prime(maybe not Optimus; I'd like for the characters to mostly be new but familiar archetypes. or maybe obscure characters) would have a supermode to look the bad-guy leader face to face. Lots of base playsets, too, that provide extra weapons and armor and disguise themselves as mundane places. The centerpiece, and most expensive autobot toy, would be a citybot with a train/subway system gimmick. The second priciest autobots would be a train combiner(like raiden/Rail racer) which would still only be deluxes or smaller voyagers(like megas) at best
Beast bots would factor in as tiny scouts, like the Legends target masters, or micromasters/minicons. Things like canines, birds, and zoo creatures; leading up to a "zoo" playset that serves as a base for these. And a beast combiner that combines to reach scout/deluxe size. Stylewise they'd be biomechanical(like Cybertron or some of the BW Transmetals), but fiction would handwave it as having hologram disguises that look like real beasts. Dinobots would be an animatronic dinosaur exhibit.
