Hawk would get kicked upstairs and Duke, who lets face it was clone of Hawk took over and Flint was added to the field commander ranks then with the influx of the newer characters Hama had to introduce things got murky but it seemed like a Joe's specialty would designate them as leader if the situation warranted it and Duke or Flint wasn't around.
