Arbiters are closer to Terminator, just having a set of pre-programmed directives by Masters, who are too lazy (or too afraid of Okotan elemental voodoo or alien germs) to get their work done themselves. They do however speak like angels in Shin Megami Tensei, constantly talking down to Ahima, Parigrakh and Shakti and trying to foil their attempts to get back to the rest of their people. Think Metatron.
Parigrakh and Shakti are closer to Necrons, being souls of dead heroes forced into walking suits of armor for the purposes of staying behind on Okoto and guiding those left behind to new lands, though for some reason Ahima is the only one who MUST stay on Okoto, as the Arbiters tell her.
Since Parigrakh is the only member of her species Ahima sees for a long while, he kinda takes the role of her surrogate dad, with Shakti being more like a crazy uncle nobody likes to invite for Thanksgiving.
