It just happens to be the origin of Joe and a lot of its members, but there are multiple times that American higher ups do the treason or excessive bureaucracy to line their pockets, usually at the expense of the Joes. They didn't really go as hard on that in the Sunbow cartoon, but it still wasn't entirely absent.
I think the fault is entirely Hasbro. I think Renegades would have done well on an actual channel, or with any marketing support at all really. I don't believe there's anything inherently wrong with the Joe IP, Hasbro just unreasonably wants it to be like Transformers, which by nature of their source material just has a lot more global appeal than Joe. They think they're entitled to winning the lottery twice, that they can just crank out a generic action movie with an IP attached and it'll pop off in China or some bullshit.
