Each BS figure is almost an entirely new mold, aside from some shoes, hands, and maybe legs. 80% of Marvel Legends are repainted molds of the same 4 bodies (big guy ((for you)), medium guy, skinny guy, and girl) The only thing they change is the heads and even then, a lot of the female hair is reused. That's also why the effects are largely the same. Shocker, Dr. Strange, and Scarlet Witch all use the same "magic effects".
It's easier for Hasbro to make these obscure characters when they only have to make a new head and maybe add a cape or something.
Take a look at the EU Star wars figures. Jedi Luke, Jaxxon, and Shirtless Maul. A lot of what makes up those figures are remolded from previous characters. The Luke is just Dagobah Luke repainted with black clothing, Jaxxon's Torso is a Rebel pilot, with Farm Boy Luke's Legs. Hasbro just had to make a mold for his head and his shoulder armor, (not counting the holsters and guns. Not sure if they are remolded or not)
We would probably get more obscure figures in the BS line if Hasbro could package in a Chewbacca but repainted in each line like they do with Iron Man.
With that being said, I don't know why BS doesnt have a Storm Trooper packed in with every wave as a cost saving measure. Everyone likes army builders.
