Sentinel/1000toys was getting "unknown" IPs because of how much cheaper they are than everything else because they are a small company without much capital. They've obviously expanded and i wouldn't doubt this Chief is going to be sold in the US as well. Just like the PAKs. And i don't think any of these companies care about the scale, because they're all been sold as non-scale.
The license they would would just limit them from being sold in Mass Market stores, which Mattel likely still has the license for. The separation here is the same as DCC, NECA, and Mattel have with DC figures, not scale.

And like you said, Squaresoft is lazy, so they just elongate shit instead of trying to engineer it better, as we've seen with their figures time and time again. They also cost cut, as seen with their horrid paint jobs. They don't spend a lot of time on their toys. Cheap and lazy.
Elongation can be a style, but as seen with their limbs and joints, it's obviously just engineering problems.
And if it was a style change, it would have been advertised as such, like their VARIANTS were.
