Practically everything they use has been around for hundreds and even thousands of years with almost no improvements.
That said, most of what we see on screen is going on between the elite units and if it were anything like real life, they'd be using the most brand new equipment.
only retards and marines use the old shit, and i don't think we ever saw a normal Imperial soldier in the SW movies.
