as first matter, you need to choose the parts that seem the closest with the expressions in the meme. I choose these two faces with open mouth and certain hands that seem similar. Generally speaking, the faceplate will do most of the expressiveness delivery for you. So pick a MD with expressive face options and also you'll need stands to prop the kits up for posing.
Secondly, you need a photo setup yes. Behind the girls there's a cardboard painted white, 2 table lamps, one lamp is a general light environment and another lamp is directly pointed at them (but with a plastic bag in front of it to help diffuse light. Direct harsh light is no good, makes things look ugly)
Lastly, about camera. Ideally you should shoot with a DSLR and above 50mm lens for nice photos, but you can cheapen it with phone cams. But phone cams have low focal length and will fish eye the shit out everything, make your kits look bobble headed and so on. These photos I take are phone ones, because I'm lazy to use my DSLR, but need to account this distortion and zoom in/zoom out properly to avoid distortion
