Anyway, the fact that McFarlane already had that BoP figure made and advertised before his license for DC even started shows that every licensor had the rights to make/release the figure. Same with Funko and bunch of other companies. No company wastes effort like that if they didn't have the licensing rights already. Why it was delayed, who knows. Her likeness rights are still WB's though and were signed away when she took up the Harley role.
