>>6861494It was more than $$$$, it was that they were cutting staff and giving gigs to Kenner, which led to Sgt Savage and then later GI Joe Extreme, hence the large 5poa action figures that didn't scale of anything. It's vaguely touched on in The Toys That Made Us, which mentions how guys who worked on the 80's line since the beginning were dropped from the line after Hasbro acquired Kenner, and they were giving Kenner special treatment, and threw them the GI Joe line. Old time fans wanted a return to the basics which first led to Sgt Savage, a WWII line. Then after GI Joe Extreme failed, in 1996, Hasbro announced two GI Joe 4-packs that never saw the light of day, re-releasing classic figures, because that's what old time fans kept insisting upon.
The four packs were shown off, and intended to have for the Joes:
Roadblock, Duke, Scarlett(one image showed Lady Jaye instead), and Snake Eyes version 2.
The Cobras were:
Battle Helmet Cobra Commander, Firefly, Cobra Viper, and Alley Viper version 1.
