As for the extra plate height I got a bunch of 4x4 green plates a while ago at a PaB wall and decided I wanted modular track tiles and whatnot. I also decided to make a road system that used those 8x16 dark gray tile pieces that no one can seem to use to go with my modulars, but I don't have pics of that on me right now.
