Albin Johnson and Tom Crews waved their rights to it and pinned everything to Lucasfilm back in 1999 basically leaving them at the mercy of the company, they do charity work which keeps them very safe from anything happening unless they cross a line for direct profit Lucasfilm/Disney won't care they exist.
As for the custom heads and things of that nature the companies don't care until you make them care. Back in 2012 a dumbass customizer and web comic artist both not worth naming tweeted and Facebook alerted to Hasbro and the official convention group that vendors were selling 3rd party items at the conventions. What this lead to was a bleak fallout where both Hasbro and the con had to make a hard stance and ban anything that wasn't official merc from all further official events. The reason being because they were alerted if they did nothing and allowed the sales it would be legal grounds to basically steal trademarks and whatnot from Hasbro. Same story when baby Yoda/The child happen, Disney got alerted by people sharing tweets and what not of those esty listings so it put them on the offensive to get rid of them.
