Think about this from a marketing persepective. Luke skywalker has 3 movies + shows to attempt to be memorable. PR villains have like 10 minutes maximum. In those episodes they aren't even the focus.
If i had to relate PR villains popularity, it would be something stupid like zam wessel or dexters diner man, except attack of the clones is infinitely more popular than mmpr episode 308.
All these ideas are money pits, and the best hasbro should do is give a few minions.
