I think the term you're looking are "Unlicensed 3rd Party products". Usually these are made so they would be cheaper without the licensing fees. Example

Unlicensed, quality 3P Transformers is an oddity because at the prices some of these 3Ps are charging, they might as well obtain the legit license.
However, the license from HasTak seems to have some terms that do not allow the licensee to produce a plain transforming action figure. The only licensed transforming TFs are the gimmicky stuff like the Robosen Optimus or the Lego Optimus, the rest are non-transforming figures or model kits like the Flame Toys stuff. Unfortunately this is all speculation until someone leaks those licensing contracts for some reason.
Since non-transforming Transformers are very lame, you end up with this many unlicensed 3Ps that you don't see happening with other IPs.
