People can imagine Onua as bigger as much as they want, he'll always be a bit shorter than the rest with his head so low, and have about the same proportions as the other default Mata.

Bomonga being this big and out of proportions could mean he might have gotten modified after turning into a Toa. Perhaps he added additional armor to himself to play the role of a Tank for the team. Which also works well with his Mask power.
The Toa Mangai and Toa Hagah both have the natural Toa (Metru) proportions that are the default for Matorans transforming into Toa.
So Bomonga likely looked more like Whenua when he first became a Toa and later his body was either mutated and/or modified, reinforced or whatever.
