Alternatively you can find shitty nail grinders powered by alkaline cell batteries. They run at high RPMs but the weak power source and circuitry means they'll slow down when loaded. Dermel ( the company) only makes them for pet nail grinding models now, pic.
Could also try experimenting with a variable voltage power supply.
