The problem with the business model of only doing lead characters is that I don't think I'd have stayed in lines as long as I did if I could only get variants of the main cast.
Look at all the random mutants that were never even on the show that got figures. If not for them, I'd never have stuck around long enough to care about transforming, spitting, storage shell, head popping, or movie variants of the turtles.
