The use of the technic hockey parts as shoulder armor is indeed a creative use of parts, and the color blocking of orange being exclusively outer-armor and tools makes the figure very visually striking. The combination of red for the middle armor, orange for outermost, and an unorthodox inclusion of white make for an eye-catching Matoran that could fit both as a Matoran of Fire or Plasma.
Those with a keen eye (such as myself) would also notice the inclusion of a Metru Torso on the back meaning not only that this build lacks a gappy rear, but also that it's a reversed Metrutoran build. This, in combination with the red Pahrak shield as chest armor and the white slizer limbs as arms, really gives the overall feeling of being a far more accurate representation of what a rebuilt Tohunga would look like, both in appearance and in scale. The use of almost exclusively 2004 and prior elements also adds to that feeling.
Finally, the addition of the orange thornax launcher (itself actually a part produced after Bionicle's conclusion) adds an air of forward-lookingness, both in and outside of the Matoran's universe. In ours, I'm referencing the fact that those parts were produced following the end of Bionicle's run, as I just mentioned, but in theirs, it could very well imply that this Matoran is an adventurer on the newly reformed Spherus Magna, having adopted a local technology to his own valiant ends. This is of course heightened by the very first things I mentioned here- the heavy shoulder armor and the hook tool- can now be seen as means to protect or provide for himself and friends. And the choice of mask, too, is telling- a noble mask of Night Vision, ever popular with those seeking insight, and the ever-curious.
