>>5792449>>5792457I've never seen a pleated skirt that didn't have a separate waistline. For dolls I find it usually looks best to do a slightly dropped curved one. The band is gently curved, like a ( shape not a full C. It will lay nicely over the hips. Definitely iron your pleats first and then attach.
Speaking of pleats if you can get hold of a scan/copy of Dollybird 23 it has a whole article on pleating for different effects. Needs translation but its fantastic.
