For some reason they swapped it out for the made-up jet we see in the film (despite the fact that his robot mode still has dragon kibble and a flamethrower visible on it) and turned the model that was intended for him into the Autobot combiner Dragonstorm. The thrusters are where they are because that's how they worked with the planned transformation.
