That allows you (and the noob) to start off wherever you want on the scale from unpainted snapfit to PE upgrades and the full array of painting and weathering. Otherwise, as has been said, a Tamiya Pz.II or so is probably a good start kit-wise. Maybe find a spray can for the main colour so you won't have to worry about airbrushing or trying to hand paint a good coat at first.
Tools in general can be a bit of a headache though, as too much will indeed be overwhelming, but having to make do without the right tools can also be a bad experience.

Thicker cement can be very useful if the surfaces you want to stick to each other aren't perfectly matched up. The plastic dissolved in the thicker glue helps fill the gaps. The thicker glue can also be a bit "stickier and stronger" initially, helping you get some things attached where extra thin would first need to dissolve some plastic to get to work.
