Can remember almost the exact moment when it started to decline in general and for me in particular - the super-shiny zappers. Every package of Pogs would have an assortment of them plus one plastic zapper, usually plain black but sometimes with silver or gold paint; as I recall there were even more rare ones that were entirely gold but I'm not sure if that's true or I'm misremembering. Those first-gen zappers had a pair of grooves on the back for your fingers to aid in slamming a pile of Pogs.
The next gen of Pogs introduced a new model of zapper, with the back being concave and textured like a soccer back instead of the two finger grooves - think it was due to the World Cup taking place around the same time. They also started including zappers with shiny holographic paints in various colours. Didn't really like them as much as the earlier ones and the Pogs' artwork had become less appealing too. The market oversaturated, kids' interest declined fairly quickly and suddenly it was over.
