Someone who's been at this hobby for a while can use the shittiest of paints to create masterpieces, because they know how the paint behaves and how to work it to make it look good.
This is why you see a lot of toy makers using stuff that would make a lot of modelers cringe or write a 50 paragraph essay about what they're doing wrong.

Anyway, most shit aimed at hobbyists is just to make their life easier, to the point there's one job tools that cost a ton of money, like god hand nippers. It's up to you on where you think you'll benefit most from spending more money.
Knowledge is key in cheaper paints work, with skill being a step or two below that. It's easy to look this shit up and then you just need to practice to make practical use of it. And that's not to say that Krylon is bottom of the barrel, because it's very mid-tier and why a lot of people stick with it after years.
