Some buyers will pay it because the figure is impossible to find any other way and they really want it and/or they are rich and money is no object.
This has become rampant with the latest McFarlane gold labels where the figures are not even put up online and if your stores don't have them then they are secondary market exclusives. They start off at maybe 3x while the figure is still in SOME stores, but with such limited availability, the prices only go up.
