Either they were waiting for space to filter in stuff (with Strange/Eternals stuff shelfwarming) or they literally just had them in the back. Target and some of the other retailers have huge backlogs of stock so they probably haven't been putting ANYTHING new out. This happened to be on an end cap away from the normal figures too.
