I'm going to be talking about the first wave of sets here.
Plus, the story wasn't as mystical, or immediate to get into. Where before you had G1 with MNOG and the comic series, which were just oozing with lore and detail. G2 had the web animations, and a mobile game, both of which lacked the depth and intrigue for anyone to really get invested in.
But a bigger culprit could be collectables, and villains.
For the first wave of G1 you had the masks to collect, just like your favorite Toa! But what's this? That box had a green mask in it.

Compare that to G2 where you just have it. No extra hunt, no anticipation of opening more kanohi boxes, no desire to get one that's not your favorite.
As for villains, G1 had variety, with the Rahi and all sorts of light technic builds.
And G2 had a single villain set, and repetitive skull spider builds everywhere.
