Your reaction made me misremember that there was a more charitable/generous bio but I can't find it, think it's just Dreamwave and toy bios. His intelligence is pretty rightly high for his role though.
There's been a handful of bios like that for me as well, e.g. I legitimately detest Hubcap with all my might, and I would probably come up with a new bio for him if I got him.
https://files.catbox.moe/yigc0s.jpgIf it's any consolation, I think Fizzle's design is really cool, always liked the knightly helmets, you can come up with a new personality for him, or an updated one where he sort of shaped up after a particularly bad failure, or a moment of clarity. I just sort of assumed anyone cool-looking as him would have a good bio.
