Whatever it is is likely what gives the space marines that rough texture, which you can see in pic. Note that it's not glittering, because it's not glitter.
Come on dude, this is fucking shit you should have noticed and worked out back in preschool when doing art projects.
Again, only the high points are lit up, which wouldn't happen if it was actually glitter, since the recessed glitter would shine as well. Instead, the only shine you see is from the plastic itself, where the grit hasn't taken.
