Especially considering a lot of people would interact with the design as the show character over the toy, the shows media being cheaper to get into than the toys.
Granted Daizyujin is a rare case where there haven't been too many show accurate toys vs toy based designs. But there's definitely plenty of JP toys and models out there that use the lack of transformation to match show accuracy. Even wonky show accuracy.
