It's just supposed to be a 'Player 2' skin - it's been a long time, but I think if you got a mirror match against Reimu in Phantasmagoria of Dim. Dream or Phantasmagoria of Flower View, the 'clone' would be blue and white while your player Reimu would be her normal colors. It's a common trope for most arcade-style games in general to have the Player 2 version of a character use alternate colors.
