Also, these accessories still have to be made in the first place and had to be included with the figure first. So it's not like every single thing is a re-re-re-reproduction.
I'm in no illusion that stuff like this costs 10-5x less, but when Figmas havebeen showing up with unpainted guns like this....

Nothing was banned, considering there are tons of toys released right now that come with pieces the same size.
Only lawsuits happen, which can get toys pulled from the shelves, but obviously, that doesn't prevent things the same size from being released anyway.
Things just got canceled because they weren't selling.

There were few to zero choking cases.
What usually happens is that someone wants free money and tries to find something wrong with anything and sue over that.

Also, virtually all small toys are allowed to be small. It's why so many toys come with tiny accessories. See image. Lots of choking hazards here, but they're labeled as toys for ages 3+. That label is all they really need.

The fact that mini toys aren't as popular is just that... they're not popular. Micro Machines was a fad.
