Wash in mild soap (dish soap usually does the trick). Let dry completely. However, TF's have metal bits (pins, screws) and this could cause them to rust, so you might have to skip this step.
Paint or spray on a primer. White works best for a lot of things.
THIN YOUR FUCKING PAINTS BEFORE PAINTING.
Then paint. One coat at a time, let it dry completely before applying another coat. Do this until the desired color is achieved evenly.
Once try, give what you painted a coat in some kind of sealer. Matte or shiny is up to you. Some do multiple coats, of matte then shiny, though I forget why.
