It has nothing to do with a character being trans and everything to do with retooling the absolute minimum needed to distinguish it as a separate character to save money; you can guarantee that if Tyrannocon showed up in a cartoon, she'd undergo as much of an alteration to her appearance to make her more feminine as Blackarachnia did in Beast Wars.
