Under ordered and very little was actually released. So even if you wanted them, not every Walmart carried the line.
As the other anon said, they were just re-re-re-re-releases that most people already owned, with a few minor upgrades that actually looked worse (weird paint issues and giant hand/feet).
Why didn't they actually make brand new figures, which is what people have been wanting? Because they don't want to divide their market. They prefer fans to buy the higher priced 1:12 figures instead of the 1:18 figures, hence re-re-re-re-re-release old molds and cockblocking Hiya's GI Joes.
Also, looking around... has Hiya even released any of their figures? It can't seem to find any pictures or reviews of anything past their Cobra commander figure. So apart from him, Snake Eyes, Storm Shadow, and .... that's it?
