All the major old designers have either stopped making designs for Hot Wheels or have taken a step back to let newer designers take up their mantle. Phil Reilman is still around but not many other older designers are still directly involved. Fraser Cambell is back but only because his design job post Mattel went bust. Fraser currently is head of the mainlines and Reilman is currently head of the 1:43 scale cars that nobody is buying.
Newer artists are also pumping out some cool stuff. Before Dmitriy left the design team he was bringing some really cool fantasy castings to the table that remind me of something Larry Wood would've created. Ryu was bringing some OK castings in with a lot more of that "edge" you mentioned but cancer got his ass before he really got the ball rolling. Their current new guy is Ronald Wong, but he hasn't been given freedom to make his own shit yet and has just been making character cars and licensed premiums. I look forward to what he'll make in the future.
