He doesn't necessarily have the toy proportions because G1 Diaclone-based figures were obviously not made considering any sort of proper proportions in the first place, but that doesn't mean he has "cartoon proportions" either. His chest design, and consecutively the distribution of his arms and limbs, is pretty much riffed out of the toy.
