Also, it’s sort of implied Primal is not a Prime since he recognizes the Matrix of Leadership when they find Optimus's body but never says that he also has it. We also meet a Beast Era character who is powered by the Matrix of Leadership and he is specifically labeled a Prime, that being Primal Prime. (Really, his name is meant to be a reversal of Optimal Optimus, the toy he shares a mold with)
