The only reason TVC peg warmed in the first place was because the first two waves contained tons of repacks that nobody wanted, because they already came out under the 3.75 Black Series line and were either shitty versions of characters nobody wanted(Jakku Rey), or characters that nobody cared about like Jyn. Everyone had them, nobody cared to buy them again just to have them carded on a TVC bubble. And then new figures were characters like Snoke.
