They started doing constant re-runs of hard to find figures or fan favorites and then collectors stopped caring any time they hyped a figure up as exclusive. For any line, you need to strike a balance between getting new comers interested and keeping long time collectors coming back for every purchase. If I know Cooler is going to be released three different times over the next four years, I'd probably be less invested in making sure I get the preorder in on the initial run.
Also, with Gunpla there is an aspect of doing involved so there is an argument it makes more sense to re-issue kits so you give new comers a chance to build them and veterans may double dip if the build was fun enough. For DBZ, there isn't really any model aspect to it...you just open it and the final product is there.
