Originally April was going to be Asian, but later was changed to her Irish-American design.
April's first name was given to her in memory of Kevin Eastman's African-American girlfriend at the time. In particular, her appearance in issue #4 looked ambiguously African-American or Latina.
Either way I agree with you on modern black character designs being all very bland and playing it safe. That's what happens when you want to be diverse but are afraid of actually implementing elements from a certain culture because you'll be publicly executed for it and called a racist
