Pretenders are synthetic flesh, the major breakthrough. Beast Wars used the idea that Pretender tech was just being used more commonly to make colonization efforts as well as non-interference study of primitives easier on organic worlds.
If Pretenders exist, Beast Wars characters can exist. The only difference is if its a robotic suit they're wearing or their actual alt mode.
The only issues is all Cybertronians by the Beast era were using Micromaster tech to conserve Energon, which also enabled them to actually be the size of the animals they were supposed to be, or at least not become a 20 foot long wasp anyway.
