That includes the licensing - so toys, but also PJs, lunch boxes, amusement rides, etc. and the publishing and comic books. In the same way that Disney still has Marvel producing comics, WB has been doing so for DC and there's really no reason for Netflix to stop. It doesn't cost them money and DC would actually makes them money. Right now, if they want to do Stranger Things comics, they have to find the people to edit, write, draw, and then they license that to Dark Horse. Same with The Witcher and anything else NF that might ever get a comic. And they are letting Dark Horse print and release all the Millar World stuff.
The catalogue collections of DC Comics (stuff like Watchmen, All Star Superman, etc.) were selling in the half billion every year before lockdown. No idea where they are now, but if they were doing that regularly, it's probably still throwing off a huge chunk of cash every year. The licensing is also profitable. And the same people handle the licensing for any other WB products (so Harry Potter - but not Barbie since that's owned by Mattel).

And Netflix might actually lay off those people in-house and let the WB people handle all that for everything - Witcher and Stranger Things (and everything else) toys, comic boosk, etc. They honestly do have more experience on a wider variety of things than Netflix probably has in-house.
